He argues that although Portugal has ended its 600-year quest for a global empire, it is performing a new role in Africa, especially in its former colonies. Because Portugal's policies in those countries are aimed at benefitting the Alliance, the members of the Atlantic community have an interest in assisting Portugal in pursuing its objectives in Africa.
