This paper examines the impact of land-use regulations on the
enrollment of public schools by race. I compute dissimilarity indices to display
the level of racial segregation and use the number of court cases which contain
land-use regulations as a proxy of the stringency level of land-use regulation. To
estimate the causal link between segregation and land-use regulations, I employ a
panel ... read moremodel and instrument for land-use regulation using population density. The
estimation units are Metropolitan Statistical Areas from 1987 to 2010. I find that
strict land-use regulations make the public schools more segregated by race and
that the impact of land-use regulations is larger in the MSAs that still have
school districts under desegregation orders.
