Cruising for on-street parking contributes significantly to traffic
congestion in urban commercial districts. In addition to congestion, cruising
contributes to excess vehicle miles travelled, fuel usage, harmful vehicle
emissions, and lost time and money for drivers. Setting parking meter rates based
on demand, known as performance pricing, has emerged in recent years as a solution
to the ... read moreproblem of cruising. Through case studies of San Francisco, CA, and New
York, NY, this thesis explores how cities design and implement performance pricing
in practice. Analysis of performance pricing in these two cities reveals different
pathways to similar goals, and different approaches to community engagement.
Recommendations for other cities include allowing policy goals to drive decision
making, engaging the public in the design and implementation process, improving
the data collection and dissemination process, and implementing other curb
management strategies in conjunction with performance pricing.
