%0 PDF %T Reclaiming Philly's Vacant Properties: An Assessment of Community Discourse in the Formation of the Philadelphia Land Bank. %A Hart, Kasia. %8 2017-04-20 %R http://localhost/files/q524k106m %X Abstract: In an effort to address the multitude of burdens associated with widespread vacancy, the City of Philadelphia created a land bank in 2013. The formation of this new streamlined system of vacant land management involved an extensive stakeholder engagement process, and the two community coalitions leading the charge for the land bank believe they have won a land bank they can trust. Though community input, engagement, and leadership are all components of land bank operations, this thesis explores the discourse utilized around community control by land bank stakeholders, and assesses what this discourse means for the future potential of the land bank to serve as a vehicle for community control of land.
