Abstract: The thesis provides an analysis of how and why the environmental justice (EJ) movement in Massachusetts (MA) and Rhode Island (RI) uses the just transition framework to resolve disproportionate environmental burden. The movement is currently limited, however, due to a lack of adequate funding, a non-cohesive movement structure, flawed risk assessment, unsustainable legal services, policy silos, and lack of sufficient impact from green jobs initiatives. Nevertheless, opportunities exist to build ownership, capacity, resiliency and power in vulnerable communities. Threats that inhibit the movement include ecological gentrification, the housing market, privatization and the natural gas industry.
