In this thesis ... read moreI focus on outreach at the War Crimes Chamber in Bosnia-Herzegovina (WCC). The WCC was established in 2003 to prosecute war crimes committed during the conflict in Bosnia from 1992-1995. Included in the establishment of the War Crimes Chamber was a Public Information and Outreach Section (PIOS). This section was intended to foster a two-way communication, however, I find that PIOS has not succeeded in engaging the public. Informed by analysis of the origin of outreach at the ICTY, theoretical models of outreach, and the implementation of outreach strategies at hybrid courts in East-Timor, Sierra Leone, and Cambodia, I identify the factors that have inhibited the implementation of outreach at the WCC. These factors are a lack of institutional commitment and the failure of PIOS to develop a detailed and coherent strategy. After identifying these factors I recommend actions that could improve outreach at the WCC. In conclusion I expand my analysis to identify factors that should be considered in designing outreach strategies for future hybrid courts.read less
