The historical development of neoliberalism, populism and their hybrid neo-populism are analyzed, and also their individual and joint impacts on democratic practices. The essay explores two case studies of presidential impeachment, Fernando Collor de Mello in Brazil (1990-1992), and Abdala Bucaram in Ecuador (1996-1997), concluding that while the impeachments may represent the success of institutions against neoauthoritarianism, the fact that these presidents were elected in the first place point to deeper problems in Latin America polities.read less
