Abstract: This thesis studies mobile housing vouchers in the Massachusetts Rental Voucher Program (MRVP), a state-level subsidy program that gives rental subsidies to low-income households. It examines the use of MRVP mobile vouchers in order to understand where vouchers are being used, who is using them, and the characteristics of those locations with respect to a set of criteria that assesses ... read moreopportunity-levels by locality: poverty rates, crime rates, school quality, employment rates, access to transportation and services, and crowdedness. I also identify "new market areas"--high opportunity localities that are ideal rental markets for MRVP participants--to understand which localities have the potential to house more participants. The analysis illustrates that, overall, individuals and families live in low-opportunity, urban areas—a trend that is even more pronounced for minority participants. Several moderate/low opportunity and moderate/ideal market areas have very few voucher holders, but would be ideal communities for more to locate.
