Abstract: This research examines why organizations attempting to collaborate
in crisis response scenarios experience varying levels of collaborative performance.
Specifically, it investigates the factors that affect inter-organizational and
intergovernmental collaboration in the context of domestic incident management in the
United States. Through process-tracing and comparative analysis of ... read moreresponse operations in
the aftermath of Hurricane Katrina in 2005 and the Deepwater Horizon incident in 2010,
this research details the factors most pivotal to inter-organizational and
intergovernmental collaboration and develops theoretical and policy implications to inform
the study and practice of collaboration.
