This thesis critically analyzes the Healthy Incentives Program
(HIP), a SNAP- based incentive program (SBIP) exclusive to Massachusetts that has
been in operation since 2017. The connection between SBIPs like HIP and positive
health outcomes for SNAP participants and economic outcomes for local farmers is
well documented. However, limited research has been done on the extent to which
design ... read moreof SBIPs incorporates the experiences and perspectives of SNAP participants
while achieving the USDA's goal of reducing SNAP stigma. The first part of this
thesis features results from a statewide survey of SNAP recipients about their
experiences with HIP, focusing on health outcomes and preferred outreach tools for
communicating information about the program across age, racial, and language
groups. Representatives from four leading SBIPs across the US are next
interviewed, sharing best practices regarding program design and administration of
benefits in their particular community. The thesis ends by reexamining the guiding
questions of this study, setting forth recommendations for HIP program designers
and advocates regarding the importance of acknowledging existing community
gathering and information centers in developing outreach
materials.
