In 2016, the voters of ... read moreMassachusetts legalized cannabis for adult use and retail sales started in November 2018. The State has been slow to license retailers and Boston remains empty of any stores almost three years since legalized by the voters and the Legislature. This thesis discusses how Boston can go about implementing cannabis policy for retail cannabis stores. This implementation will be based on a literature review of journal articles and two case studies of US cities that have experience with planning for cannabis. Planning for cannabis means studying zoning and public health programs to ensure health and welfare along with the best practices which Boston can emulate. The early days of legalization are important to establish planning strategies from almost a century of prohibition, as this new industry is starting.read less
