Report on the reaction of labor unions to government imposed smoking restrictions. Argues that unions should be able to determine smoking restrictions through collective bargaining. Cites the fact that air pollution in buildings for the most part is not due to smoking but to poor ventilation and thus this should be the problem addressed in place of smoking.
