Economic Policy Institute policy memorandum on excise taxes. Criticizes the Congressional Budget Office's new definition of tax incidence which supports more tax on consumption. Argues, through detailed examples, that tax on consumption is bad for the poor and middle class and that personal income tax is the only sound solution to the defecit problem.
