Letter from the Mexican American Grocers Association to Sen. Packwood opposing his excise tax plan. Argues that legislation would increase the cost of doing business, particularly in the case of gasoline tax which would prohibit people from getting to the market. Accuses tax proposals of discriminating against Hispanics of low and moderate income. Urges Packwood to reconsider his tax plan.
