Letter from American GI Forum of the U.S., Department of California to Sen. Packwood opposing his tax plan. Asserts that many members enjoy alcohol and tobacco, would be adversely affected by a rise in gasoline pricing, and own small businesses which would also be adversely affected. Identifies concern about the effect of the tax on Hispanic communities as the main reason for opposition.
