[US Hispanic Chamber of Commerce letter to Sen. Packwood opposing excise taxes]

Letter to Sen. Packwood from the US Hispanic Chamber of Commerce expressing opposition to any proposed increases in excise taxes. Accuses excise taxes of diminishing Hispanic buying power and harming small businesses. Suggests that increasing cigarette taxes will not decrease the smoking rate. Urges Packwood to reconsider his tax proposal.
