THE PRESIDENT HAS JUST ANNOUNCED THE FACT THAT HE WILL DEFINATELY SEEK A $7.50 PER CARTON TAX INCREASE TO PAY FOR HIS NEW HEALTH CARE PLAN.

1993-10-22

Copy; Memorandum to Roger Farmer from Bruce Hennes on the proposed increase in cigarette tax to fund health care and its economic effects, particularly on Ohio. Calls the tax terribly unfair and a burden on all Americans. Argues that tax revenues will not be as high as expected and will cut in on state tax revenues. Predicts tax will have no effect on teen smoking, but will cause massive job loss.
