Letter from the BC&T to Representative John Dingell regarding a proposal to increase excise taxes with a portion earmarked to provide financial assistance to laid off tobacco workers. Argues that this would not be enough to offset the damaging effects of the tax on the southeast. Contends that while the bill may be well intentioned, it would unfairly target an entire region as well as industry.
