Interoffice memorandum regarding secondhand smoke on airplane flights. States that new studies have found the level of nicotine concentrations to be higher than originally stated in earlier studies. Awards the contract with the industry to investigate environmental tobacco smoke (ETS) levels on commercial flights as well as conduct risk assessments to Geomet and Versar.
