These worthy endeavours require a supportive business climate, an economic context that is permissive to investment and most importantly a legal framework that encourages the movement of people. To that extent, the paper will also identify the role of African countries in promoting a sound political and institutional framework, the importance of co- development strategies and the facilitation of bilateral and multilateral agreements between western and African countries. The essay will strive to demystify perceived institutional barriers and the mainstream view that Africa cannot reverse its “brain drain”, offering instead a vibrant account of the impact that diasporas could be induced to have both from outside and inside their country of origin.read less
